The Personnel Commission has responsibilities related to many classified (non-credentialed) personnel functions including: classification (e.g. job descriptions, out-of-class assignments, classification reviews), employment (e.g. recruiting, testing, establishment of eligibility lists, layoffs) and appeals.

The San Dieguito Union High School District operates under the Merit System for classified (non-credentialed) employment. Classified positions include a broad range of assignments such as: instructional assistance, nutrition services, administrative support (clerical/secretarial), fiscal, custodial, grounds, transportation, maintenance, campus supervision, information technology, and other specialized functions. Employment is contingent upon receiving a passing score on exam components (any combination of multiple-choice, performance, and qualifications appraisal interview) designed to assess the minimum qualifications of each classification (job title).
