Task Force Meeting #2 Talking Points

  • Maureen O’Leary Burness was introduced as the Task Force facilitator. 
  • Stakeholders engaged in a review of the charge and purpose of the Task Force, as well as the guiding principles to be modeled by the group through the strategic planning process. Key principles identified to guide the process are:
    • Student centered focus
    • Consensus with the decision making process
    • Honoring of all stakeholder perspectives
    • Respectful behavior
    • Purposeful listening  
  • Stakeholders engaged in a conversation around developing a mission and vision for special education.  Ms. O’Leary Burness will provide members with a draft of a vision and mission statement based on input provided by stakeholders.  
  • Ms. O’Leary Burness reviewed the Federal law, Individuals with Disabilities Education Act (IDEA).  Discussion followed.
  • Meredith Wadley, Director of School and Student Services, reviewed SDUHSD Specialized Programs descriptions and discussed data for students on an IEP, which included overall district demographic data as well as the number of students on an IEP enrolled in a Career Technical Education Course. 
  • Members visited classrooms at Oak Crest Middle School which included specialized programs as well as general education classrooms.
  • Ms. O’Leary Burness closed the meeting by asking the group the following three questions to ponder and to then deliver feedback for future agenda development:
    • What data points do we still need to explore?
    • What else, generally, do you need to do your work?
    • What questions do you have?


A Special Education Task Force has been commissioned by the San Dieguito School Board to meet once a month from September 2017 to May 2018. The purpose of the Special Education Task Force is to analyze the current status of the Special Education program and to define an instructional delivery model that will ensure all students receive the highest level of service and support to meet the challenging demands of college and career.  

Ultimately, this group will develop a strategic plan around Special Education services in the San Dieguito Union High School District (SDUHSD). The strategic plan will provide guidance around the structure of services for students with special needs so that they continue to access standards-aligned content, high quality learning environments, individualized support and resources in the least restrictive environment with priority placed on integration with general education peers that is monitored through multiple measures of achievement.  We believe it is essential to both inform and seek input from those impacted by these practices.  In order to accomplish this goal, we are forming a group of parents, students, and staff members to examine our Special Education services. 

By June of 2018,  the Task Force will deliver a strategic planning document that will provide guidance, or a road map, upon which we will align our Special Education services within SDUHSD.  The plan will have  a central goal, strategies to address the goal and action steps that outline the sequence necessary to ensure each strategy is implemented in a specific, methodical, and consistent manner. The final Strategic Plan is intended to be a broad outline of the structure of the Special Education Program. A more detailed Special Education Program Implementation Guide will be developed to provide teachers and staff guidance on program implementation including policies, procedures and program evaluation.
