I encourage you to participate in an important process led by the San Dieguito Union High School District Board of Trustees.

On September 27, 2017, the District initiated the process of transitioning the method by which Governing Board members are elected.  Under the current “at-large” system, all registered voters in the District’s boundaries can vote for candidates for Board member seats.  Under the new proposed system, candidates will be elected by “trustee areas.”  This means only voters within a given trustee area can vote for candidates who reside within that same area.  The intent of this proposed system is to offer greater opportunities for Board representation for candidates who might not otherwise be elected under an at-large system.

Transitioning to this new system under the California Voting Rights Act (CVRA) requires the Board to hold public hearings on proposed trustee area boundaries (or maps) prior to asking the San Diego County Committee on School District Organization to approve the change.  If the Committee approves the change, “by-trustee” area voting would be held starting with the 2018 general election, on Tuesday, November 6, 2018.

Before the District prepares and presents draft map options, the law requires the District to hold two public hearings to solicit comments and feedback regarding the potential trustee areas.  Thereafter, the District will be hosting a series of public hearings and community meetings regarding the map options, once created.  The dates/times and locations of the upcoming public hearings and community meetings are shown below.  You are invited to attend as many as you would like.  If you cannot attend a hearing or meeting and wish to review and/or comment regarding potential trustee areas as well as on the proposed “trustee area” maps, once created, please do not hesitate to submit your comments and feedback to the email address below.  Following the initial public hearings, the proposed maps will be created and posted on the District’s web site, cvra.sduhsd.net.

The District continues to move toward its transition to "By-Trustee-areas."  To date, the District has conducted two community meetings and one public hearing following the release of the original 3 draft map options under consideration (Green, Orange, & Purple – released on November 6th).  Three new map options (Blue 1, Blue 2, & Tan) have been prepared based on the public feedback received to date, and in an effort to provide alternative concepts.  All 6 map options are under consideration and the District hopes to continue to field comments and input regarding these options.
 
We have two public hearings remaining on Tuesday, November 28th in the District’s Board Room at 6:00 p.m. and on Thursday, December 14th in the District’s Board Room at 6:30 p.m.  The Board will make a decision on a map at the meeting on December 14th.

The District has conducted two community meetings and two public hearings regarding map options since the beginning of November.  In addition to the six draft map options under consideration: Green, Orange, and Purple – released on November 6th, and Blue 1, Blue 2, and Tan – released on November 21st, based on additional public feedback, the District is now, also, considering the Cranberry 1 and Cranberry 2 maps.
 
The District has one final public hearing remaining regarding trustee area map option at its Board meeting on Thursday, December 14th at 6:30 p.m.  Following the final public hearing on December 14th, the Board will make a decision on a map option at that meeting.
 
Your comments are appreciated and will help inform the Board of Trustees on community sentiment as they make this important decision.  If you cannot attend a hearing or meeting and wish to review and/or comment regarding potential trustee areas as well as on the proposed “trustee area” maps, please do not hesitate to review the map options below and submit your comments and feedback to cvra@sduhsd.net.
